President's Report
FROM JUNE 2008 BRANCH 11 NEWS
With the hiring of part-time flexible and transitional employees, our members will more than likely see a reduction in the amount of overtime available to work. Several months ago, this office was receiving calls every day about carriers working ten (10) and twelve (12) hour days, six (6) days a week and that it had become a burden for those who were not on the OTDL. The question constantly asked was -"When am I going to get my day off?&" Well, those calls have ceased and are now replaced by calls inquiring as to 1) "Why are the subs working the available overtime and not the regulars”, and 2) “Why is there a no overtime day on Thursdays?" In fact, there seems to have been an increase in discipline for taking overtime without authorization, something that a carrier should never do without initial authorization from their supervisor.
Now I know a lot of you are remembering how the Postal Service has been saying since the 1980's that overtime was going away, but that did not happen. As a matter of fact, it has probably increased. With the recent hiring, which we so desperately needed, it is bound to affect the amount of overtime hours that are necessary. For those of you who have been screaming for help because of being forced to work mandatory overtime on a regular basis, I know you are happy to see those new carriers in your stations!
Another issue that I would like to bring to your attention is safety. No matter how much mail you may have to deliver, always be sure that you are working in a safe manner. Bad things tend to happen when you rush to do a job. There are no street standards for letter carriers, so take time and do the job safely. This also applies when you are driving Postal vehicles - buckle your seat belts and close the vehicle doors! When you leave your vehicle, lock all doors, roll up the windows and by no means, ever leave the keys in the ignition and the vehicle running.
All carrier assignments should be eight (8) hours - not nine (9), nine and a half (9 1/2) or ten (10) hours, there should be no need to rush. By all means, take your lunch and two ten minute breaks, its something the Union bargained for you to have.
The GPS System that I spoke of a few months ago are now installed in most of the new Uplander vehicles in the Chicago District, more than five hundred (500) I've been told. No GPS System will be installed in any of the LLV’s.
It is June and time for another State Convention! This year our convention will be held in Peoria, IL, June 26th - 28th,
A few years ago the State Association established an award in honor of our deceased National Business Agent David M. Bybee. This year the State Association has established an award, in the name of Branch # 11 President Emeritus James E. Worsham, for the person who has shown outstanding leadership ability in their Branch or State association. Jim and Dave were two outstanding leaders in the NALC at the National level and two of Illinois' favorite sons. The persons who receive these awards should be held in the highest esteem.
I would like to thank all the members of the Branch for your generous donations to IPALC for the 2007-2008 year and especially to those who donated $250.00 or more.
Have a great summer and I will see you at the State Convention in Peoria!
Fraternally,
Jimmie Canada
